In response to the introduction of the "Fairness to Pet Owners Act of 2011," the American Animal Hospital Association (AAHA) has issued a statement in opposition to the bill.

The bill would impose new rules related to veterinary prescriptions, including requiring a veterinarian to write a prescription whether or not he/she will dispense the product; provide a written disclosure notifying clients that they may fill prescriptions at the veterinary clinic or at an off-site pharmacy; and verify a prescription electronically or by other means consistent with applicable State law.

The AAHA statement is as follows:

AAHA supports the American Veterinary Medical Association in opposing H.R. 1406, the "Fairness to Pet Owners Act of 2011." We believe the act is redundant and will cause undue regulatory and administrative burdens on veterinary practices. The act also encroaches on state jurisdiction as state pharmacy and veterinary practice laws already govern compliance by veterinarians.

The Association also finds the name of the legislation misleading because it implies that veterinarians are not fair to pet owners. This is simply untrue. Pet owners already have the option to fill their pet’s prescriptions at a pharmacy of their choice, and AAHA firmly believes that open communication between the client and the veterinarian is paramount to promoting the highest level of veterinary care for pets.

AAHA encourages veterinarians to communicate with their clients about their options when it comes to purchasing medication for their pets. Additionally, AAHA encourages all veterinary professionals to voice their opposition to H.R. 1406 by contacting their local congressman.
